To add DLC, export the packages from a game that owns it and upload them to the server; the server itself doesn’t need to own anything. SCS says players don’t need DLC to join Convoy, but they can’t see or drive in map DLC areas they don’t own.
How to add DLC to your ETS2 server

Export from a game that has the DLC
In Euro Truck Simulator 2, load a profile with the DLC installed, drive into the world and run
export_server_packages in the console. Full steps: export server packages.2
Upload both files
Stop the server. In Files, open
.local > share > Euro Truck Simulator 2 and replace server_packages.sii and server_packages.dat.3
Restart
Start the server and wait for
[MP] Session running. in the console.Which DLC should you export?

- A player who doesn’t own a map DLC can still join, according to SCS’s Convoy FAQ.
- That player can’t see or drive in the DLC’s map area, so plan convoy routes on roads everyone owns.
- Mods are different: a required mod must be installed to join. See mods on the server.
