Can I change MTA settings without editing mtaserver.conf?

Yes. Game settings covers the settings of mtaserver.conf in seven sections, shows exactly what will change and keeps the old file as mtaserver.conf.bak.

Is there an admin or resource manager in the Game Panel?

No. Admins are set in acl.xml and resources are uploaded with Files and started in the Console. The guides above walk you through both.
